The City of Sioux Falls is updating its long-range comprehensive development plan, titled “Shape Sioux Falls 2050,” to help guide future growth and development in the community. Comprehensive plans are essential tools for communities to help prioritize improvements and programs, establish a unified vision for the future, and identify potential patterns and opportunities for land development. Regular updates to the comprehensive plan are considered best practice. The City’s comprehensive plan was last updated in 2016. 

The City’s current plan update includes a specific focus on Chapter 5: Shape Places, which significantly influences day-to-day planning and development activities. The consultant team, Confluence, has been tasked with developing community-supported standards for land development and use through extensive research, public engagement, and analysis. 

The process to update the comprehensive development plan is anticipated to take about 18 months to complete. The public engagement phase will take place from Q3 of 2024 to Q1 of 2025. After reviewing and analyzing community feedback, Confluence will develop a draft plan for the public to review, which is anticipated to begin in Q2 of 2025. The schedule will remain flexible and adaptable to any potential conflicts or items that need additional time and focus.

Public Engagement Overview

Public engagement is fundamental to the comprehensive planning process. In collaboration with City staff, the consultant team, Confluence, will facilitate an open and inclusive process offering various engagement opportunities for residents and stakeholders to participate in. This effort will include a mix of in-person and online opportunities, with consistent surveying and visioning activities. Community listening sessions, stakeholder interviews, focus groups, pop-up events, neighborhood workshops, and open houses will be utilized for in-person engagement. The interactive engagement website will mirror these activities to gather input on topics ranging from land use to housing and streetscapes. Additionally, a statistically valid survey will be conducted to collect input from at least 300 residents across Sioux Falls. 

Our goal is to engage as many residents as possible to develop a unified vision for the future of Sioux Falls!

What is a comprehensive plan? 

A comprehensive plan is a broad, long-term document designed to guide decision-making and future actions within a community over the next twenty to thirty years. These plans typically encompass a wide range of topics to establish a cohesive vision for a community's goals and principles. They include recommendations on future development areas, necessary infrastructure upgrades, and enhancements to overall quality of life. 

How does a comprehensive plan relate to zoning? 

Comprehensive plans and zoning codes complement each other by directing community development and are designed to align with one another. The Future Land Use Plan, a critical component of a comprehensive plan, directly influences the types and locations of preferred development within a community. While the comprehensive plan provides broad goals and policies guiding development and growth preferences, the zoning code establishes specific rules and regulations governing land use.
