Director of Finance and Innovation and Technology

Shawn has served as Director of Finance since November 2018. In January 2023, he was appointed to a dual role as Director of the City’s Department of Innovation and Technology.

In this dual role, Shawn oversees:

  • Development and administration of the City’s $790 million annual budget and $1 billion five-year capital program;
  • Administration of 4,000 public parking spaces downtown;
  • Maintenance of 1 million square feet of city-owned centralized facilities;
  • Oversight of the City’s six entertainment venues including the baseball stadium, convention center, Washington Pavilion for Arts and Sciences, historic Orpheum Theater, PREMIER Center and iconic Sioux Falls Arena; and
  • Administration of all City technology assets, network infrastructure, and the civic analytics division (GIS).

Shawn previously served in a variety of roles in the private and public sectors in banking, affordable housing, and economic development. He holds a Bachelor of Arts degree in Economics, and a Master of Arts degree in Public Affairs, both from the University of Minnesota.
