Right-of-Way (ROW) Contractor

A ROW Contractor performs work in the public right-of-way. This can include grading, paving, installing sidewalks, and installing or repairing sewer or gas lines.

Becoming a Right-of-Way (ROW) Contractor

Before a ROW Contractor can begin work or apply for permits, the ROW Contractor applicant needs to complete the checklist detailed in the ROW Contractor Packet and provide all required forms and documentation to the City Engineering Division

The ROW Contractor must provide the City Engineering Division with the required licensing (for sewer and water only), bond, and insurance documentation. 

For water and sewer work performed in a public right-of-way, a license is required from the State of South Dakota.

Submission and Approval

Upon submittal, the City Engineering Division will review the bond and insurance documentation for compliance.

If the bond and insurance documentation complies with City Ordinance, the Engineering Division will mark the business as an approved ROW Contractor.

The business will then be added to the City’s list of approved ROW contractors.
