Disadvantaged Business Enterprise (DBE) Information

The City of Sioux Falls has established a Disadvantaged Business Enterprise (DBE) program and policies to ensure equal opportunity for our community, and surrounding areas. As part of our policy, we will ensure the following:

  • Nondiscrimination in the award and administration of contracts
  • Creating a level playing field on which DBE’s may compete fairly
  • Maintain a narrowly tailored DBE program in accordance with applicable law
  • Contractors that fully meet 49 CFR Part 26 eligibility standards and have been certified by the state of South Dakota DOT are permitted to participate as DBE’s
  • Assist certified DBE contractors in removing barriers to participate in contracts
  • Assist to the greatest extent possible in the development of contractors that may compete in the marketplace outside the DBE program

The complete DBE Plan for the City of Sioux Falls can be reviewed here: 2022 DBE Final Plan

You are invited to contact the City of Sioux Falls if you are interested in getting more information to become a certified DBE in our state. Our office acts as a referral for the South Dakota Department of Transportation, the DBE certifying agency for our state. Participation is encouraged in the DBE program.

A current directory of DBE agencies in our state can be found at SDDOT DBE Directory
